One of the inmates was taken to hospital with a "medical condition".

The source said authorities did not call a "code aqua", which would have shut down the entire facility.

A government source said the facility did not need to be locked down because the ISA was a separate building.

The two inmates were the only occupants of the ISA at the time of incident and it is believed one was scheduled to be moved on Friday.

The source said the door from the ISA to the courtyard had been damaged in the last week - but had not been fixed - and that there may have been intelligence about an escape attempt.

A Department of Justice and Community Safety spokesperson would not provide any information behind the attempted breakout other than to confirm "an incident occurred" and two people were taken to hospital.

In October last year, guards at the facility, north of Kyneton, walked off the job amid safety concerns following consecutive attacks that left colleagues with broken noses, cuts and bruises.

A statement from the Community and Public Sector Union on Friday evening said Malmsbury staff were complaining that the job and pay were not worth the physical risk.

"(This was) a cowardly planned attack with two young men singling out the female worker to attempt to escape the facility," the statement said.

"The workers feel the government doesn't have their back and they've lost confidence in management."

The Justice and Community Safety spokeswoman said the incident had been referred to police.

"Violent behaviour or assaults at youth justice centres are absolutely unacceptable, and the safety of staff and young people is paramount," she said.

"New laws are now in effect that strengthen consequences for young people who assault youth justice custodial workers, damage property, and escape or try to escape.
