Kurlwinder Singh, husband of Parwinder Kaur, arrested over her burning death

Almost four years after Parwinder Kaur died from burns she suffered outside her home in Sydney's north-west, police have arrested her husband.

On December 2, 2013, residents of Greensborough Avenue, Rouse Hill, watched in shock as Ms Kaur, 32, ran screaming from her home, her body covered in flames.

Neighbours recalled her husband, Kurlwinder Singh, then 34, running after her, apparently trying to put out the flames with his hands, saying, "Fire, fire. I didn't do it, I'm a good man."

Ms Kaur was treated at the scene before being flown to Royal North Shore Hospital, where she died the following day from injuries associated with burns to 90 per cent of her body.

Mr Singh later told police that Ms Kaur had doused herself with lawnmower fuel and set herself alight after they had argued about finances, and he told her he was going to move back in with his mother. 

On Wednesday, Mr Singh, now 37, was arrested at his Rouse Hill home by detectives attached to The Hills Local Area Command, assisted by State Crime Command's Homicide Squad.

His arrest followed the formation of Strike Force Whyalla, established in December 2013 to investigate the circumstances surrounding Ms Kaur's death.

Mr Singh was taken to Castle Hill police station where he is assisting with inquiries. He is yet to be charged.

In September 2015, a coronial inquest into Ms Kaur's death heard it had followed years of domestic violence.

The couple had spoken about divorce and Mr Singh had, on several occasions, threatened to kill his wife, the inquest heard.

The couple again argued about family finances on the afternoon Ms Kaur died, the inquest heard.

Shortly after the fight, Ms Kaur telephoned triple zero. Her call was then suddenly terminated.

Minutes later, Ms Kaur's neighbours reported hearing a "blood-curdling scream".

They emerged from their homes to see what one described as a "ball of fire".

The inquest heard that the fire was almost certainly caused by lawnmower fuel, from a can that was found in the laundry of the couple's home.

Counsel assisting the inquest, Philip Strickland, SC, said a post-mortem examination revealed a large bruise on Ms Kaur's head that could not be explained by the fire.

Mr Strickland said that, in the years leading up to Ms Kaur's death, she had told family and friends on a number of occasions that her husband had physically abused her, and that some had seen bruises on her body.

The inquest heard the two had spoken about divorce and Mr Singh had, on several occasions, threatened to kill her.

In November 2015, the inquest was suspended, after Deputy State Coroner Sharon Freund found she was satisfied a "known person" had committed an indictable offence.

"It's possible a jury would convict that known person," Ms Freund told the Coroner's Court at the time.
