He said it was "a disgusting and vicious attack, very unprovoked, which is not called for."
The male who was assaulted fell to the ground and appeared to lose consciousness for a few seconds before walking away.
Police received information about the identity of the men involved, but are still searching for the victim.
The victim is believed to be aged in his 40s with brown hair and dentures, which were smashed during the altercation.
Police have concerns for his welfare as he sustained serious head injuries, and are urging anyone who may be able to identify the victim to come forward.
No one has been charged at this stage.
