"That is one theory we are looking at, but we are not definitively saying that's the situation, but we are looking at that. We don't know why otherwise the vehicle would have stopped."
Mr Dalmazio's three-year-old grandson was out for a drive with his grandfather when the incident occurred. Another driver stopped and looked after the child following the crash. It's not known whether the little boy witnessed it.
The driver of the white Hilux, a 31-year-old Carlton man, was not injured.
"It's a tragedy," Sergeant Wallace said.
"The person who has died yesterday has made a poor decision, hasn't really thought the risks through, and when you're on the roads, especially in those high-speed zones, you really need to be aware of what's going on around you."
Mr Dalmazio's family are struggling to come to terms with his death.
"They are doing it very difficult," Sergeant Wallace said. "It's a very out-of-the-blue occurrence and it's got to be horrific for them as well."
Investigators wish to speak to the driver of a black Mercedes who it is understood was also stopped in the emergency lane near the victim’s car, however, he left before police arrived.
The man's death came just 24 hours after the death of another man on the Western Ring Road in Sunshine West.
The road toll in Victoria is 240, compared with 180 this time last year.
Police are appealing for witnesses or drivers with dashcam footage to contact Crime Stoppers on 1800 333 000.
