He said the officer, in his 50s, was taken to Epworth Hospital and released with facial swelling, cuts and bruising to his forehead.

The other officer was also allegedly attacked and received serious injuries to his shoulder, requiring hospital treatment and surgery.

Officers were forced to use capsicum spray during the arrest.

The woman who was originally attacked received minor lacerations and bruising to her forehead and was taken to The Alfred hospital in a stable condition.

Superintendent Silva said a member of the public sent through horrific vision of the attack on police.

"I've been in the police force for over 30 years and the beauty of my job is I get to see some really great people out there, but I also see the worst of society and what I've seen on this video and what I've seen through this event is the worst of society," he said.

He said police would spare no expense to arrest the suspects and bring them to justice.

"If it means they are going to behave like animals, then it means being locked up like an animal, that's a matter for the justice system," he said.

"Give yourself up. We're after you, we have a pretty good idea who you are already. Show a bit of remorse. This is not good enough."

He said several people rushed to help the injured officers and "in my eyes they saved them from more serious injuries".

Police Association Victoria secretary Wayne Gatt said he had to hold his breath while watching the video of the assault supplied to police by a member of the public.

"It's one of the most horrific assaults on a police officer I've seen," he said.

"What we have to hope is that our court system does it's job in bringing these people to justice as they indeed deserve."

He said these sorts of incidents have a long lasting impact on victims as well as an impact on the broader police force.

"(The officers) represent the 16,000 men and women in Victoria who just do their job every day. Who go out, put on a uniform and go out there to keep people safe in the community and they have found themselves victims for doing that," Mr Gatt said.

"We shouldn't accept this. Anyone who knows who these people are should dob them in."

The 26-year-old man police initially attempted to arrest is now assisting officers with their inquiries.

Police described the attackers as Caucasian and are appealing for any witnesses to come forward.
